In order to keep the Indian exporters informed of the rejections faced by Indian products in the EU and to take preventive actions FIEO is forwarding the Rapid Alert Systems for Food and Feed (RASFF) and for Non-Food Consumer Products (RAPEX) alerts on a weekly basis.
 
The alerts from EU generated during 28 June- 3 July 2022 are as under:
 
1. Alert: Indian Heena Hair dye containing Toluene-2,5-Diamine, 5-Amino-o-cresol, etc destructed by Germany
  • Description: Henna hair dye, the product appears as a fine granular green-brown powder, with a hay-like smell. The product is sold in a red printed sachet, with an outer packaging consisting of a dark brown printed sachet and printed folding cardboard. The product contains Toluene-2,5-Diamine, 5-Amino-o-cresol, p-aminophenol and p-phenylenediamine (PPD) (measured values: 0.2%, 0.8%, 4.1% and 2.7%, respectively) with an insufficient coupling agent. Toluene-2,5-Diamine, 5-Amino-o-cresol, and uncoupled p-aminopohenol and PPD are extreme skin sensitisers and can trigger allergic contact dermatitis. Furthermore, Toluene-2,5-Diamine may cause cancer, is mutagenic and might affect fertility. The product does not comply with the Cosmetic Products Regulation.

2. Alert: Indian Heena (dark brown) dye containing Barium peroxide, which is restricted to use in cosmetics destructed by Germany
  • Description: Henna hair dye, the product appears as a dark brown powder, with a hay-like smell. The product is sold in a red printed sachet, with an outer packaging consisting of a sachet and printed folding cardboard. According to the list of ingredients, the product contains Barium peroxide, which use in cosmetics is forbidden and releases barium; the latter substance was found in the product (measured value: 18.1%). Barium can be easily absorbed and has toxic effects on the body impairing muscle, heart and kidney activity, leading to arrythmia, paralysis or gastrointestinal alterations. Furthermore, the product contains p-phenylenediamine (PPD)(measured value: 9.7%, respectively) with an insufficient coupling agent. Uncoupled PPD is an extreme skin sensitiser and can trigger allergic contact dermatitis. The product does not comply with the Cosmetic Products Regulation.

3. Alert: Indian Heena dye containing Barium peroxide, which is restricted to use in cosmetics destructed by Germany
  • Description: Henna hair dye. The product appears as a fine granular brown powder, with neutral smell. The product is sold in a red printed sachet (packaged in a further sachet), with an outer packaging consisting of a sachet and printed folding cardboard. According to the list of ingredients, the product contains Barium peroxide, which is forbidden in cosmetics and releases barium; the latter substance was found in the product (measured value: 13.6%). Barium can be easily absorbed and has toxic effects on the body impairing muscle, heart and kidney activity, leading to arrythmia, paralysis or gastrointestinal alterations. Furthermore, the product contains p-aminophenol and p-phenylenediamine (PPD)(measured values: 2.9% and 0.1%, respectively) with an insufficient coupling agent. Uncoupled p-aminopohenol and PPD are extreme skin sensitiser and can trigger allergic contact dermatitis. The product does not comply with the Cosmetic Products Regulation.
